Sustainability and protecting the environment have been on PACE’s agenda since 1981. PACE Energy, in collaboration with its community partners – the State of California Department of Community Services & Development, Southern California Gas Company, Los Angeles Department of Water & Power, and Southern California Edison – provides outreach, energy and environmental conservation education, weatherization services, and assistance with utility bill payments to low-income individuals and families throughout the Greater Los Angeles area.
Home Energy Assistance Program (HEAP)
The Low Income Home Energy Assistance Program (LIHEAP) helps keep families safe and healthy through initiatives that assist families with energy costs. We provide federally funded assistance in managing costs associated with home energy bills, energy crises, weatherization and energy-related minor home repairs. LIHEAP can help you stay warm in the winter and cool in the summer through programs that reduce the risk of health and safety problems that arise from unsafe heating and cooling practices.
The PACE HEAP program only serves the following Los Angeles County zip codes. If you do not see your zip code listed, please use the State LIHEAP service provider lookup tool by clicking here.

The Home Energy Assistance Program (HEAP) can offer income-eligible residents of Los Angeles County a credit to their utility bill. HEAP is available for people who purchase energy from the LA Department of Water & Power (LADWP), Southern California Edison (SCE), or the Southern California Gas Company as well as those who heat their home using wood, propane, or oil purchased from a vendor. Along with the utility credit, clients will also receive valuable information about energy conservation and practical tips on how to save energy and keep your utility bill at a manageable level.
The Low Income Home Water Assistance Program (LIHWAP) assists eligible households in paying their water, wastewater bills.

The Weatherization Assistance Program assists income-eligible families and individuals by reducing their heating and cooling costs and addressing health and safety issues in their homes through energy-efficiency measures. Weatherization services reduce the amount of energy required to heat and cool homes and provide hot water, thus reducing energy consumption, while minimizing the impact of higher fuel costs on low-income families. Household energy-use reductions and resultant energy cost savings are significant, with an average annual savings in excess of 20%.
Our Energy Savings Assistance Program can help you conserve energy and save money. For income-qualified customers, we may be able to provide free appliances and installation of energy-efficient refrigerators, air conditioners and more, as well as home efficiency solutions like weatherization that will help you save energy and money every day.
The American Rescue Plan Act (ARPA) is a Federally-funded program that provides utility bill payment assistance to qualified households who have been impacted by the COVID-19 pandemic. ARPA can provide qualified households up to $3,000 to assist in settling their unpaid electricity or natural gas utility bills. The program provides assistance on a first come, first served basis. Any qualified household who applies cannot be denied assistance.

LADWP Rebates & Programs
The Los Angeles Department of Water and Power (LADWP) has several programs available to assist eligible customers to lower their utility bills, make their home more comfortable as well as improve their homes’ energy efficiency.
Some of these programs include:
Home Energy Improvement Program (HEIP)- offers free energy efficient upgrades for residential customers designed to reduce their energy bills by making their homes more energy efficient. To avail this program, one must be a LA DWP residential customer. Customers must complete a one-page application at www.ladwp.com/help. For renters, the owner or manager must also sign the application allowing customers to participate.
Refrigerator Exchange Program (REP)- refrigerators that are at least 10 years old can be replaced by a, Energy Star rated refrigerator. Eligible LA DWP customers may be able to receive either a 15.5 cubic foot and am 18.1 cubic foot model refrigerators. Consumer Rebate Program (CRP)-offers rebates to residential customers to encourage the installation and use of energy-efficient equipment in their homes. Rebates are available for the installation of energy efficient central air conditioners, pool pumps, whole house fans, energy-efficient windows and cool roofs. To apply, please complete the rebate application form at www.ladwp.com/crp. Applications may be submitted online or by mail.
Low Income & Lifeline Programs- various programs are available for eligible customers to receive financial assistance and discounts. Some of these programs are 1) Low Income Discount Program that offers a discount to your electric and water bill; 2) Senior Citizen/Disability Lifeline Rate, provides discounts on electric and water bills of customers who are 62 years or older or who are permanently disabled; 3) Life Support Equipment Discount for motorized wheelchairs, respirators, dialysis machines, suction machines, apnea monitors, iron lungs, electronic nerve stimulators, among others; 4) Physician Certified Allowance Discount on a customers’ electric bills who are able to provide a state-licensed physician of certain illnesses that may be life-threatening.
