Our LIHEAP Weatherization Program improves home energy efficiency by providing no-cost government-funded services and home repairs aimed at reducing energy consumption. This results in lower utility bills and greener, safer, more affordable homes.
Our Weatherization Services
Installation crews may install/perform:

- Water Heater Repair or Replacement
- Smoke Alarms/CO Detectors
- LED Light Bulbs
- Low-Flow Showerheads
- Wall and Attic Insulation

- Combustion Appliance Safety Testing

- Social security number or other acceptable document (applicant only)
- Current electric bill and gas bill complete with all pages covering at least 22 service days with meter readings.
- Proof of current monthly income for all household members, as applicable (see Types of Income). Document must show gross benefit amounts covering the past 30 days. If there is a household member 18 years old or older without income, cash income to report, any income or expense situations to clarify, you must complete the CSD43B form available here.
- Current year’s lease agreement or section 8/HUD contract showing your current monthly rent portion, current year’s property tax statement, OR current month’s rent receipt or mortgage statement.
NOTE: Additional documents may be required.
How to Apply for Weatherization Services
You can apply for weatherization services through PACE online or by mail if you live in an eligible service area.
Please note: We do not accept in-person application submissions. In-person assistance is available only for households experiencing an emergency utility shutoff.

Eligibility for LIHEAP services through PACE depends on where you live.

- Create an online account
Visit the California LIHEAP Application Portal to create your account: www.caliheapapply.com
Please use a valid email address to create your account. All application updates will be sent via email.
- Fill out the application and include all required documents
Use the online portal to complete your application.
Be sure to upload clear copies of all required documents.
Required documents include:
- Photo ID
- Current Electric and Gas Bill complete with all pages and meter readings for at least 22 service days
- Proof of Current Monthly Household Income for everyone in the household for the last 30 days
- Current Rent Receipt or Mortgage Statement
- Additional documents may be requested
- Submit your application and wait for updates

We will notify you via email if we need additional information, or whether your application has been approved or denied.

- Fill out the application and include all required documents
Incomplete applications with missing documents will not be processed. Do not submit original documents, only copies.

- Proof of Current Monthly Household Income for everyone in the household for the last 30 days
- Current Rent Receipt or Mortgage Statement
- Additional documents may be requested
- Mail in your completed application and wait for updates
