Energy Savings Assistance Program

For nearly 40 years, PACE has implemented the Energy Savings Assistance (ESA) Program to help clients conserve energy while saving money. The ESA Program is offered to customers of both Southern California Edison (SCE) and the Southern California Gas Company (SoCalGas) and is supervised by the California Public Utilities Commission (CPUC).

Qualified SoCal Gas customers are eligible for several appliance upgrades or energy-saving services:
  • Attic insulation
  • Water heater blankets
  • Door weather stripping
  • Faucet aerators
  • Caulking
  • Minor repairs to exterior doors and/or windows
  • Low-flow showerheads
  • Evaporative cooler vent covers
  • Furnace repair or replacement (owner-occupied only)
  • Water heater repair or replacement (owner-occupied only)
  • Clothes washer
  • All measures are dependent on assessment and feasibility of qualified households.

Los Angeles Department of Water & Power Outreach Programs

PACE Energy has a long-standing partnership with the Los Angeles Department of Water and Power (LADWP) to promote its rebate, lifeline and water conservation programs to its customers. PACE provides in-language outreach and information to LADWP customers through participation in community events, social media forums, and other activities. Here are some useful LADWP programs:

The Consumer Rebate Program (CRP) offers rebates to residential customers to encourage the installation and use of energy-efficient equipment in their homes.  Rebates are available for the installation of energy efficient central air conditioners, pool pumps, whole house fans, energy-efficient windows and cool roofs.  To apply, please complete the rebate application form at www.ladwp.com/crp.  Applications may be submitted online or by mail.

Low Income & Lifeline Programs are available for eligible customers to receive financial assistance and discounts.  Some of these programs are 1) Low Income Discount Program that offers a discount to your electric and water bill; 2) Senior Citizen/Disability Lifeline Rate, provides discounts on electric and water bills of customers who are 62 years or older or who are permanently disabled; 3) Life Support Equipment Discount for motorized wheelchairs, respirators, dialysis machines, suction machines, apnea monitors, iron lungs, electronic nerve stimulators, among others; 4) Physician Certified Allowance Discount on a customers’ electric bills who are able to provide a state-licensed physician of certain illnesses that may be life-threatening.   Applications to these programs are available at www.ladwp.com.  For additional information, please go to Financial Assistance.  You may also call 1-800-DIAL DWP (1-800-342-5397).

LADWP is offering residential customers the opportunity to improve the energy and water performance in their homes, which can improve their comfort level and potentially reduce their energy and water cost through the Home Energy Improvement Program (HEIP). LADWP, in conjunction with the Metropolitan Water District of Southern California (MWD), offer the SoCal WaterSmart Rebate Program, a water conservation program for our residential, multi-family owners, commercial, and industrial customers to promote the use of water conservation products. The SoCal WaterSmart Rebate Program promotes reducing water use region-wide.

The LADPW’s Refrigerator Exchange Program provides new energy-saving, ENERGY STAR-rated refrigerators in exchange for qualified older model refrigerators. The Refrigerator Exchange Program offers a 15 or 18 cubic-foot model. For more information and to download the application to apply, please click here.
