To continue to serve you, applications for the Low Income Home Energy Assistance Program (LIHEAP) for weatherization services or Utility Bill Payment Assistance (HEAP) is available through:

  1. PACE website:

  2. Pick up an application from guard at the ground floor or the 14th Floor, Suite 1475:
    1055 Wilshire Blvd.,
    Los Angeles CA 90017

  3. Completed applications can be dropped off at Suite 1475 or mailed to:
    1055 Wilshire Blvd. Suite 900 E
    Los Angeles CA 90017

Submitted applications will be continuously processed. Please note that NO SERVICE DISCONNECTIONS will be implemented by the utility companies at this time until further notice.

    Is offering Free Internet Service for Households with
    Children – to enroll call: 844-488-8395

  • Los Angeles Department of Water & Power (LADWP)
    LADWP  customers impacted by COVID-19 can request a payment plan online at www.ladwp.com  or can make arrangements by calling customer care at 1-800-DIAL-DWP (1-800-342-5397).
