Since its establishment in 1979, PACE Energy and Environmental Services has been working with the California Department of Community Services and Development (CSD) in implementing the Low Income Home Energy Assistance Programs (LIHEAP and Department of Energy’s Weatherization Program (WAP)). These programs bring relief to the most economically burdened households, who use a large portion of their income to meet their energy needs, while helping to improve and conserve the environment by reducing our dependence on fossil fuels. PACE Energy and Environmental Services (EES) is dedicated to helping low-income households manage their energy bills and become more educated about energy conservation. EES provides a variety of programs and services, all aimed at easing the burden that energy costs placed on low-income residents throughout Southern California. Among the programs offered by EES are:
Weatherization provides free installation of measures to promote energy efficiency, reduce energy consumption and lower energy bills all while improving the health and safety of the low income population in our service area. Typical work may include minor home repair, combustion appliance safety test, repair/replacement of gas appliances and installation of air infiltration reduction and electric base load measures.
The Home Energy Assistance Program (HEAP) is a once a year utility bill assistance program for low income households to help offset the cost of heating or cooling their homes. After eligibility determination, a credit is applied to their account . The current benefit amount ranges from $178.00 to $297.00 a year depending on the household size and household income.
Energy Savings Project - collaboration between Southern California Gas Company and PACE aimed at disseminating information about the energy savings and energy efficiency programs of The Gas Company to its qualified residential and small business customers who belong to the Chinese, Filipino, Korean, Latino and Vietnamese communities. The program seeks to:
- Increase the participation of targeted communities in available energy savings programs by providing language appropriate materials and staff who speak their ethnic languages;
- Encourage the practice of energy efficiency at home and at work;
- Reduce the energy and utility consumption of target communities;
- Decrease the monthly energy and utility bills.

Inspections/Assessment Programs are performance contracts with two utility companies – the Southern California Gas Company (inspections) and Southern California Edison (inspections and assessments). PACE conducts quality assurance tests for these utility companies to ensure that energy efficiency measures installed in qualifying homes are in compliance with the utilities’ Energy Management Assistance Program (EMAP).
Building on PACE's 25+ years of experience in weatherization and energy reduction services for low income families, PACE has established a business to be able to offer these same services to Green-Conscious Angelinos for a fee.
