The City Hawthorne South Bay Workforce Investment Board - Subsidized Transitional Employment Program (STEP) provides placement activities for CalWORKs participants at non-profit, public, and private entities.  These subsidized placements are composed of the following two activities:

  • Paid Work Experience (PWEX), where CalWORKs participants work alongside with agency/company regular salaried employees, and participants are paid by the program at an hourly wage of $10.00. During this time, participants learn skills which help build their confidence and self-esteem, along with the development of good work habits and establishment of a recent work history.

  • On-the-Job Training (OJT) activity in which participants receive job skills training from an employer in the private sector. After the training period, the program will reimburse the employer for up to 50% of the participant’s wages (up to maximum of $3,000).  Upon successful completion the OJT training, it is expected that the participant will be retained by the OJT employer as an unsubsidized full-time employee.

The goals and objectives of this program are to assist CalWORKs participants in searching for employment opportunities, retain employment, and eventually move on to higher paying jobs, thus allowing the participant to reach self sufficiency and independence.
