Energy & Environmental Services Since its establishment in 1979, PACE Energy and Environmental Services has been working with the California Department of Community Services and Development (CSD) in implementing the Low Income Home Energy Assistance Programs (LIHEAP and Department of Energy’s Weatherization Program (WAP)). These programs bring relief to the most economically burdened households, who use a large portion of their income to meet their energy needs, while helping to improve and conserve the environment by reducing our dependence on fossil fuels. Program eligibility is determined by income guidelines set by CSD. Priority is given to households that spend the greatest percentage of their income to pay their utility bill.
